The records were released to Urgent Matter on June 25, 2026, as an interim response to a FOIA request. They consist of 45 pages of internal Management Operations briefing slides titled "Goddard Facilities Consolidation Plan: Greenbelt Campus," dated September 4, September 11 and September 29, 2025.
The slides document the planned relocation of organizational units across campus buildings, move schedules, construction scope, union-coordination steps and identified risks. Records show NASA listed Building 21, which housed the agency's largest research library, as a target to "empty for divestment."
